Race Report鈥檚 Influence Felt 40 Years Later

Just before the Fourth of July weekend in 1966, the U.S. Office of Education quietly released a report that would shake the beliefs upon which many educators and social reformers had staked their work.

Titled 鈥淓quality of Educational Opportunity,鈥 the mammoth, 737-page study reached the unsettling conclusion that school might not be society鈥檚 great equalizer after all.

On the eve of the 40th anniversary of that study, now better known as the Coleman Report, researchers continue to grapple with many of the same questions about how family background contributes to disparities in children鈥檚 school performance.

The report found that black children started out school trailing behind their white counterparts and essentially never caught up鈥攅ven when their schools were as well equipped as those with predominantly white enrollments.

What mattered more in determining children鈥檚 academic success, concluded the authors, was their family backgrounds.

鈥淭his was the 1960s,鈥 the policy expert Marc S. Tucker recalled. 鈥淭he idea that who one鈥檚 parents were and what happened in the home is a far greater determinant of one鈥檚 future than what schools could do was a pretty grim commentary and one that was very hard for people to accept.鈥

Mr. Tucker, today the president of the Washington-based National Center on Education and the Economy, was among a group of scholars convened by Harvard University later the same year to make sense of the findings.

Four decades later, scholars say that much has changed in American education and much has not. While social science has found more sophisticated ways to chart disparities in children鈥檚 schooling and achievement, it has failed to make them go away.

鈥淭he Coleman Report basically opened up that question, and nobody鈥檚 been able to answer it satisfactorily since,鈥 said David J. Armor, a researcher who worked on the original study and subsequent reanalysis. 鈥淣o one has found a way, on a large-scale basis, to overcome the influence of family,鈥 added Mr. Armor, currently a professor of public policy at George Mason University in Fairfax, Va.

The project was historic for more than its provocative conclusions, though, says David K. Cohen, a professor of education and public policy at the University of Michigan in Ann Arbor.

鈥淚 think it really marked the beginning of a new era for both research on education and a more general understanding of schooling and how schools work,鈥 he said.

Breaking New Ground

The study was ordered by Congress as part of the Civil Rights Act of 1964. In Section 402 of the legislation, federal lawmakers directed the U.S. commissioner of education to 鈥渃onduct a survey 鈥 within two years of the enactment of this title, concerning the lack of availability of equal educational opportunities for individuals by reason of race, color, religion, or national origin.鈥

Lasting Impact

Following the release of 鈥淓quality of Educational Opportunity鈥 in July 1966, Harvard University convened a yearlong seminar on that controversial federal study from a research team led by James S. Coleman. The Harvard University Faculty Seminar on the Coleman Report drew some 75 participants from along the Eastern Seaboard and helped shape a generation of education policy experts whose influence continues to be felt.     鈥 Gordon M. Ambach Gordon M. Ambach already had his hands full when he was asked in 1966 to manage the Harvard seminar. Then 32, Mr. Ambach was writing his thesis for the administrative-career program at Harvard鈥檚 education school and working as an assistant to a Boston school board member, among other projects. But the legendary Daniel Patrick Moynihan persuaded him, and Mr. Ambach stuck it out for a year, before leaving Harvard in 1967 to become an assistant to the New York state commissioner of education. \"It was a once-in-a-lifetime opportunity for somebody in graduate school,\" Mr. Ambach, who is now retired, says of the seminar. Years later, he would work again with Mr. Moynihan: Mr. Ambach himself was by then the New York state education commissioner, while Mr. Moynihan, who died in 2001, was serving New York in the U.S. Senate. Mr. Ambach went on to be the executive director of the Council of Chief State School Officers.";} ?>
    鈥 David J. Armor One young Harvard faculty member who was drawn to the 1966 seminar was David J. Armor. For Mr. Armor, who was then a 26-year-old quantitative sociologist, the seminar proved to be a jumping-off point for a research career that would focus almost exclusively on school desegregation. \"I thought the issue needed a stronger research design,\" he says. \"The Coleman Report led me to study more rigorously the relationship between desegregation and black student achievement.\" When his subsequent research suggested that busing for integration provided no academic boost for black students, Mr. Armor argued for replacing mandatory programs with voluntary ones. He served as an expert witness in crucial school desegregation cases鈥 often at odds with civil rights advocates who supported busing. He is now a research professor of public policy at George Mason University in Fairfax, Va.";} ?>
    鈥 Edmund W. Gordon Edmund W. Gordon was one of just a few鈥攑erhaps the only鈥攂lack scholars to take part in the Harvard seminar on the Coleman Report. \"If you go back and look at what was happening in that period, people of color simply were not around the table in national discussions of social-science issues,\" he says. At the time, Mr. Gordon was already a 45-year-old professor of education psychology at Yeshiva University in New York City, with a book on compensatory education to his credit. But the seminar, he says, helped integrate him into the mainstream of social-science research and further immersed him in a lifetime career aimed at examining ways to improve minority achievement. He is now a professor emeritus of psychology with joint appointments at Yale University and Teachers College, Columbia University.";} ?>
    鈥 Eric A. Hanushek \"I was just a kid in the back of the room,\" Stanford University economist Eric A. Hanushek recalls of his experiences at the Harvard seminar. A graduate student at the Massachusetts Institute of Technology at the time, he accompanied John F. Kain, the late economist, to the biweekly sessions. \"It鈥檚 what got me into education,\" Mr. Hanushek says. After the seminar, Mr. Hanushek studied other \"inputs\" into schooling, such as money. His most recent research, though, has centered on a different ingredient that Mr. Coleman had flagged as essential to academic success: high-quality teaching. \"We know that teacher quality is important,\" Mr. Hanushek says. \"It鈥檚 just that teacher quality is not measured at all by the standard kinds of things.\"";} ?>
    鈥 Christopher S. Jencks Christopher S. Jencks was running a small public-policy think tank in Washington when he was invited to join the seminar. Then 29, and in the midst of easing from a career in journalism to a more academically oriented vocation, Mr. Jencks jumped at the opportunity. He never looked back. At Harvard, Mr. Jencks became a permanent member of the faculty and helped launch the university鈥檚 first center on education policy research. And he built much of his academic career exploring the causes of the achievement disparities that Mr. Coleman had documented in his study. \"It gave me the opportunity to see what you could do with quantitative social science,\" says Mr. Jencks, now a professor of social policy in Harvard鈥檚 John F. Kennedy School of Government. \"I think it did change the course of my career.\"";} ?>
    鈥 James M. McPartland For James M. McPartland, the opportunity to put together鈥攁nd then reconsider鈥攖he Coleman Report was just the start of a long career in social science. Now a co-director of the Center for Social Organization of Schools, based at Johns Hopkins University in Baltimore, the then 25-year-old became a graduate student of Mr. Coleman鈥檚 just as the study got under way. \"I had come to work with Coleman because I wanted to do survey research on social issues,\" he says. After taking part in both the original study and the Harvard seminar, Mr. McPartland was among a large group of researchers that sought to take a deeper look inside schools to see how common educational practices, such as ability grouping, continued to contribute to racial isolation. He went on to develop the Talent Development model for improving high schools.";} ?>
    鈥 Donald R. Moore Donald R. Moore joined the Harvard seminar as a 24-year-old graduate student in education. He has spent the rest of his career trying to disprove the report鈥檚 conclusion that schools weren鈥檛 all that effective in evening the academic odds against minority students. After earning his doctorate at Harvard, Mr. Moore founded a nonprofit education research and reform group in Chicago known as Designs for Change and helped lead a push to decentralize that city鈥檚 public school system. The group鈥檚 most recent research focuses on exceptions to the pattern the report identified: poor urban schools that manage to increase minority students鈥 achievement to above-average levels. \"The report focused attention on the issue of whether schools matter,\" Mr. Moore says, \"and people have gone in a lot of different directions trying to address that issue.\"";} ?>
    鈥 Robert B. Schwartz If it weren鈥檛 for the Harvard seminar, Robert B. Schwartz figures, he would be a high school principal today. As it turned out, he went on to advise mayors, governors, and federal officials. He also directed the education grantmaking program for the Pew Charitable Trusts and served for a time as the president of Achieve Inc., a Washingtonbased nonprofit school improvement organization. When he was recruited to the seminar to replace Gordon M. Ambach as its executive secretary, Mr. Schwartz was a 28-year-old student in the Harvard graduate education school鈥檚 administrative-career program. \"My exposure to the Coleman seminar really got me started thinking about policy and policy work,\" says Mr. Schwartz, now a professor of practice in the education school. \"I decided I really was not cut out to be a high school principal.\"";} ?>
    鈥 Marshall S. Smith A self-described \"techie,\" Marshall S. Smith was recruited at the age of 28 to serve as the seminar鈥檚 research director. \"My first task was to figure out how I could get the original data, and I spent days in a room digging up the original computer punch cards and codings for all these things,\" he remembers. At the time, Mr. Smith was a faculty member and a full-time graduate student interested in how computers could be used in psychological research. \"I went from teaching a course on artificial intelligence to becoming a policy junkie,\" he says. He later established university-based policy-research centers, headed Stanford University鈥檚 graduate education school, and served as a deputy secretary and undersecretary of education in the Clinton administration. He is now the program director for education at the William and Flora Hewlett Foundation in Menlo Park, Calif.";} ?>
    鈥 Marc S. Tucker Marc S. Tucker, the executive director of the Washington-based National Center on Education and the Economy, still keeps a yellowed copy of \"Equality of Educational Opportunity\" on an office shelf. He came by his copy after being asked to take part in the Harvard seminar by Theodore R. Sizer, then the dean of the university鈥檚 graduate school of education, while helping to run education programs for a Boston public-television foundation. Already embarked on a career in education reform, Mr. Tucker was skeptical of the report鈥檚 findings on schools鈥 relative ineffectiveness at overcoming the effects of poverty and discrimination on student achievement. But the sessions gave him pause. \"It forced me to think harder and more rigorously about why I thought schools could make a difference than I would have otherwise,\" he says.";} ?>

To carry out that task, Alex M. Mood, then assistant commissioner for educational statistics, chose two researchers: James S. Coleman, the Johns Hopkins University sociologist whose name has become indelibly associated with the study, and Ernest Q. Campbell, a sociology researcher from Vanderbilt University.

The report they produced was, and some say, remains, among the most extensive and best-known studies of American education. At a cost of $1.5 million in 1966 dollars, the project drew on data for 570,000 students, 60,000 teachers, and 4,000 elementary and secondary schools across the country. When completed, it weighed as much as the Manhattan telephone directory and was only slightly more readable.

What was revolutionary about the report, though, was its use of testing data to measure educational disparities, which was an innovation that went beyond the project鈥檚 congressional mandate. Rather than provide a checklist of physical resources, Mr. Coleman and Mr. Mood wanted the study to find out what children actually learned.

鈥淯p until that time, very little attention was paid to student outcomes,鈥 said Eric A. Hanushek, a Stanford University economist who participated in the post- report analyses at Harvard. 鈥淚t was all about inputs鈥攚hether the schools had books, libraries, or computer labs. The importance of the Coleman Report was that it changed the perspective to concentrating on student performance, and that has endured.鈥

Mr. Coleman, an unassuming football-player-turned-academician, and his research team worked under intense pressure to complete the massive project within the two-year time frame. James McPartland, one of the young researchers whom Mr. Coleman recruited to work on the study, recalled that the sociologist even rented an apartment near Capitol Hill to cut down on commuting time from Johns Hopkins in Baltimore.

鈥淭he frenzy was all about, 鈥榃hat do we have here?鈥 鈥 said Mr. McPartland, who is now a co-director of the Center for Social Organization of Schools, based at Johns Hopkins. 鈥淎nd Jim was the one making sense of it all.鈥

Mr. Coleman, who later moved to the University of Chicago, died in 1995.

Greeted With Silence

When the report was done, it met with deafening silence. The lack of response was due in part to its release right before the July 4 weekend.

In addition, the advisory committee that had been appointed for the project refused to sign off on it, citing methodological concerns, recalled Edmund W. Gordon, a member of that committee.

鈥淲e weren鈥檛 sure that Jim had drawn his conclusions from a sample that was sufficiently representative,鈥 said Mr. Gordon, who is now an emeritus professor of psychology at both Yale University and Teachers College, Columbia University. 鈥淎nd we were not comfortable with the finding that the effects of schools were so small. Only after a year or a year and a half of study in the Harvard seminar did we become comfortable with it.鈥

Gradually, though, news of the findings spread. Christopher S. Jencks, a journalist-turned-policy expert, writing in The New Republic in October 1966, called attention to the report as the 鈥渕ost important piece of education research in years.鈥 And he noted that its 鈥渄iagnosis of what makes students learn is at odds with almost everything legislators, school board members, and school administrators have believed in recent decades.鈥

The findings, in fact, came less than a year after President Lyndon B. Johnson had signed into law the Elementary and Secondary Education Act, with its Title I鈥攁 Great Society program aimed at providing compensatory educational services to disadvantaged students.

The news also reached Daniel Patrick Moynihan, a sociologist, former Johnson administration official and future U.S. senator, at Harvard University.

Mr. Moynihan had just written a controversial report, 鈥淭he Negro Family: The Case for Action,鈥漺hich argued for federal attention to problems of disorganization in black families. With other Harvard academic stars, such as Thomas F. Pettigrew, a social psychologist, Mr. Moynihan obtained funding from the Carnegie Corporation of New York to launch a yearlong seminar to dissect the Coleman Report鈥檚 findings.

鈥淏ecause the results were so earthshaking, everybody wanted to reanalyze the data and make sure nothing was amiss,鈥 said Mr. Armor.

Gordon M. Ambach, who later became New York鈥檚 state education commissioner and headed the Washington-based Council of Chief State School Officers, served as the executive secretary to the newly formed cross-disciplinary group, called the Harvard Faculty Seminar on the Coleman Report. Originally, he said, the plan was to involve 10 to 15 scholars from a variety of disciplines.

In the end, 75 scholars became regular attendees, traveling to Harvard at their own expense once every two weeks for the dinner-to-late-night sessions. Their ranks included some of the most prominent academics in the social sciences鈥攑eople such as Frederick Mosteller, a widely admired statistician; the reading expert Jeanne Chall; and Theodore R. Sizer, then the dean of Harvard鈥檚 graduate school of education. Seven professors came from the law school. The sessions also drew a crop of young graduate students and junior professors who would later go on to make their own names in the field of education.

鈥淢any people cut their teeth at that seminar,鈥 said Ellen Condliffe Lagemann, an education historian at Harvard. 鈥淚 don鈥檛 think there鈥檚 been a Coleman seminar since, or anything equivalent to it.鈥

Findings Wide-Ranging

The Coleman Report鈥檚 conclusion on schools鈥 relative ineffectiveness at overcoming the academic disparities that children bring with them was just one of many findings in the study.

It found, for instance, that the next-most important determinant of academic achievement after family characteristics was a student鈥檚 sense of control over his or her own destiny.

The report also found that, more than a decade after the U.S. Supreme Court鈥檚 1954 decision in the Brown v. Board of Education school desegregation case, most American students still attended schools populated mainly with students from the same racial group. More surprisingly, though, the study found that school segregation was just as pervasive in the North as it was in the South.

And the achievement disparities the report documented were troublingly large. In 6th grade, the authors found, the average African-American 6th grader lagged 1.9 years behind his or her white counterpart. By 12th grade, the statistics suggested, the average gap had widened to nearly four years.

As expected, the report also showed that black children typically attended schools that were more poorly equipped than those attended by whites. They had less access to physics, chemistry, and language laboratories, for instance, and fewer books per pupil. But the differences were much smaller than expected, and particularly so for white and black schools in the same geographic regions.

鈥淐ongress really expected to see the South shortchanging black schools, and we didn鈥檛 have much evidence of that at the time,鈥 Mr. McPartland said.

In retrospect, though, some scholars suggest that the disparities may have failed to emerge because of limitations in the survey.

鈥淥ne person鈥檚 science lab may be another person鈥檚 closet,鈥 said Marshall S. Smith, who was the research director for the Harvard seminar as a young faculty member there. 鈥淪ome of that was also partly due to the fact that the South had been gearing up since Brown to provide better resources to black schools in the hope that they could convince courts not to desegregate,鈥 said Mr. Smith, who later became Stanford University鈥檚 education dean and served as the deputy secretary and undersecretary of the U.S. Department of Education under President Clinton.

In any event, the study found that few school-related 鈥渋nputs鈥 seemed to matter much in terms of improving student achievement. Only teachers鈥 verbal ability seemed to be linked to higher student test scores.

Schools where teachers scored high on a 10-item verbal test embedded in the survey tended also to have students who scored high on academic tests. And having those so-called 鈥済ood鈥 teachers seemed to be more important for black students than for white students鈥攁 finding that subsequent studies have echoed.

The Coleman team also found that whom students went to school with was almost as important as family background in predicting academic success.

Black students did better in schools that were predominantly middle-class than they did in lower-class schools, even though the improvements were not large enough to make up for achievement differences due to family background. Since students in majority-minority schools also tended to be poorer than average, that finding was later seen as a plus for the desegregation movement as it began to switch into high gear.

Schools鈥 Effect Muted

What most people took away from the report, however, was the notion that 鈥渟chools don鈥檛 matter.鈥

Some politicians, in fact, later used that argument in opposing increased funding for education. But the scholars who were involved in the report and its subsequent reanalysis say that the 鈥渟chools don鈥檛 matter鈥 interpretation was greatly oversimplified.

鈥淭his is absurd,鈥 Mr. Moynihan and Mr. Mosteller wrote later. 鈥淐hildren don鈥檛 think up algebra on their own.鈥

What the study found, specifically, was that differences in achievement varied as much within schools as they did from school to school.

What that means, Mr. McPartland says, is that schools tend to have a uniform effect on everyone: Students come to school with academic differences and learn, more or less, at the same rate.

鈥淚 had to think through the next two or three years on why I still thought schools could make a difference,鈥 said Mr. Tucker. 鈥淲hat the study was showing, though, was what happened in average, ordinary schools. But it could never look at the effects of a particular intervention.鈥

The findings related to schools鈥 demographic composition were less in dispute, according to Mr. Cohen of the University of Michigan, who led a study for the U.S. Commission on Civil Rights that confirmed and amplified the Coleman Report鈥檚 conclusions.

Called 鈥淩acial Isolation in the Public Schools,鈥漷he 1967 report took the next step and concluded that, at least at the 9th grade level, black students learned more in majority-white classrooms.

Later characterized by the education historian Diane Ravitch as the 鈥渂ible of integrationist forces,鈥 the racial-isolationstudy provided fodder for the desegregation movement for years to come.

Mr. Coleman himself was labeled a traitor to that cause years later, after he published a different study that concluded the mandatory-busing movement was contributing to 鈥渨hite flight鈥 from urban neighborhoods.

Data Flaws Cited

In the end, the scholars who participated in the Harvard seminar identified some methodological flaws in the Coleman study but, in the main, affirmed its conclusions.

With additional foundation support, Mr. Moynihan and Mr. Mosteller gathered the reanalysis in a book, On Equality of Educational Opportunity, which was published in 1972, putting the Coleman Report back in the public eye again.

鈥淚n retrospect, it鈥檚 fair to say there are some pretty serious weaknesses in the data,鈥 said Karl L. Alexander, a Johns Hopkins sociologist who now teaches an upper-level undergraduate course on Mr. Coleman鈥檚 work.

Weaknesses that he and other experts cite include the use of per-pupil-spending data for districts rather than individual schools, an insufficient response rate to the surveys, improper sampling procedures, and flawed testing instruments.

鈥淏y today鈥檚 standards, that kind of analysis would not have passed muster, but it was in the vanguard then,鈥 Mr. Alexander said. 鈥淚 think we are getting better at asking the questions and understanding how to do analyses that are more compelling.鈥

He said the report also reframed many scholars鈥 thinking in the field.

鈥淚f the resource differences were not that pronounced,鈥 he said, 鈥減eople thought then perhaps we needed to start looking inside schools.鈥

Other researchers, most notably the late Ron Edmonds of Harvard University, built careers on challenging the belief that schools don鈥檛 matter. Those experts studied schools where minority children were succeeding, and distilled lessons for other schools.

Gaps Persist

Mr. Jencks said the Harvard seminar experience led him to make permanent his switch from journalism to academia and to undertake quantitative research in public policy.

鈥淛ust the idea that you could take social-science evidence and bring it to bear on policy issues was really inspiring,鈥 he said. 鈥淚 had been in Washington, and the way people got things done there was to tell a story about your Aunt Matilda.鈥

With Mr. Smith and Mr. Cohen, Mr. Jencks went from the seminar to found the Center for Education Policy Research at Harvard.

As for the black-white achievement gap that the Coleman Report documented, the organizers of the Harvard seminar, at least, appeared to be confident that the U.S. education community could overcome it.

鈥淚t may be hoped that before the century is out the great gaps will have disappeared,鈥 Mr. Moynihan and Mr. Mosteller predicted in On Equality of Educational Opportunity.

鈥淚t may also happen that in the process a general theory of education will have evolved, been tested, replicated, and accepted,鈥 they concluded.

On both counts, scholars agree, the nation is not there yet.
