Improving high school graduation rates requires a greater national consensus on how such rates should be calculated, as well as substantially more federal dollars, suggests a report from the National Association of Secondary School Principals.
The NASSP report describes the myriad ways in which different states compute the percentages of students who earn a high school diploma.
Among other recommendations, it calls for additional money for adolescent-literacy programs and for graduation requirements that stress mastery of subject matter over 鈥渟eat time鈥� in courses.
